The change was reverted from the bionic SRU with https://launchpad.net/ubuntu/+source/gnome-shell-extension-ubuntu- dock/0.9.1ubuntu18.04.3 since it was decided that behaviour changes is probably not a good idea for the SRU

This causes confusion as the window which was at the bottom last time you clicked on the icon is now at the top. This has been fixed upstream to keep the previews in the same order that the windows were created. [ Impact ] Windows previews in ubuntu dock change order so that the top one is always the most recently used, causing confusion.
