Tested various images using Ubuntu 18.04. No issues noted so closing as fixed.

But I find that if I set desktop icons to inactive (gsettings set org.gnome.desktop.background show-desktop-icons false) that the problem goes away until I reactivate them, in which case the immediate moment that I turn them back on in the settings the desktop image dims. However this does not occur with just normal RGB or PNG images.
