Bug description:
  The 'Turn off Wi-Fi to save power' setting defaults to ON.

  Toggling 'Turn off Wi-Fi to save power' to OFF causes the wifi device
  to be soft blocked.

  BEFORE$ sudo rfkill list all

        Soft blocked: no
        Hard blocked: no

        Soft blocked: no

  AFTER$ sudo rfkill list all
