ah, after a little more digging, it seems that following these
instructions: https://forum.manjaro.org/t/howto-enable-tab-switching-in-
firefox-using-mouse-wheel/39954 for mouse wheel based tab switching is
the cause of the problem.

Title:
Firefox 66 can't open new tab

Status in firefox package in Ubuntu:
  Incomplete

Bug description:
With the disco upgrade to firefox 66, I can't open new tabs, and the
browser doesn't cleanly exit on closing windows. Disabling all
extensions does not fix, downgrading to firefox 65 does. Safe mode
also appears to fix, but weird that disabling extensions doesn't?
