Reported upstream.

It's a shame, it sure seems like moving to the desktop-icons extension
gives up a lot of functionality that was available when nautilus
rendered the desktop. vmware-tools drag-and-drop is gone, too.

Title:
Show Action to Permanently Delete Files and Folders does not work in
  19.04

Status in gnome-shell-extension-desktop-icons package in Ubuntu:
  New

Bug description:
  Recently upgraded from 18.10 to 19.04. Under Preferences/Behavior I
have "Show action to permanently delete files and folders" checked,
but when I right-click a file or folder on the desktop only "Move to
Trash" is offered. This was working previously in 18.10.
