After further testing, the bug persists.

I had a file on an gvfs-mounted sftp share that was locked. I clicked on
"enable editing," which creates a new file in that directory, and Writer
crashed.

Less severe but the same behavior from a different functionality.

  After upgrading from 18.10 to 19.04 I lost possibility to export a
  document to PDF, if a document is on a network drive (it's a DAVS
  network folder in my case). I receive a pop-up windows about general
  I/O error.
