Fixed in later versions.
Minimum window size includes all top bar controls.
Checked with evince 3.32 in Ubuntu 19.10 (dev).

  No menu button when starting Evince w/o document

Bug description:
  When one starts Evince ("Document Viewer") from the main menu (i.e. with no 
document yet to display), the small window that pops up has no main Evince menu 
button (not sure what the right-most menu is called; neither menu shows a 
tooltip).
  The menubutton shows up if one then maximizes the window, or enlarges the 
window a bit.

  Hey!  I just figured it out!

  Evince is starting out with a window size that is too small to fit in all of 
the possible controls, 
  so the default window size is a bit too narrow to fit in the right-most menu 
button.

  I just played with the window, and was able to make it smaller and
  smaller ---> each of the window controls disappears as I reduce the
  size to the point where they no longer fit.

  In fact, I was able to make the window so small, that only the close
  window button was visible in the window titlebar, and only a down-
  arrow button that displays "History" and "Zoom" when pressed...

  I will attach two screenshots: one that shows the default no-document
  window, and one that shows the minimum size window.

  I imagine that the easy solution would be just making the no-document
  starting window size  large enough to include all of the controls
  (without the rightmost menu button, one cannot open a document).

  I wasn't sure about the minimum window size - but I just checked a few apps, 
and most don't allow a window size that is smaller than the amount needed to 
display the important controls
  (you might want to look at Nautilus, though...  Its minimum width is just big 
enough for the sidebar (whether or not the sizebar is there), and therefore the 
menu buttons are not there...),
  so you probably want to set a larger minimum window size, too...
