I just tried Ubuntu Budgie 18.04.3 and while it does use entire primary
display on the lock screen, it struggles to use the secondary display at
all while a live system. I would install it next to my Xubuntu
installation and give it a shot to see if I could get I could get it
working properly but I would rather not risk breaking it since I have a
knack for borking things. I honestly think the live system issue is down
to it using nouveau instead of the proprietary Nvidia Drivers. But
that's besides the point.

I'll try installing the Budgie desktop on my Xubuntu installation to see
if that helps anything. I don't have very high hopes but it's worth a
shot, unless someone can provide me with an alternative approach.

  lock screen does not fill screen when two monitors are in use

Status in gnome-screensaver package in Ubuntu:
  New

Bug description:
  Problem occurs with all kernels tried (4.15, 5.0, 5.1, and 5.2), and
  no matter what the resolution of the second monitor is set to.

  When system is locked, the lock screen takes up less than 1/4 of the
  primary monitor's area. It is expected the lock screen at least fill
  the entire primary display.

  No log files where found in /tmp to indicate any problems occurred.
  Attached is the seat0-greeter.log file found in /var/log/lightdm.

  You can see in the log file on lines 44 and 45 that it knows the main
  monitor is 1920x1080, and it sets the MainWindow to this same
  resolution during start up. However, on lines 125-127 that it gets
  720x480 to use for the MainWindow. I have no idea where it got this
  resolution since Monitor :0 is 1920x1080 and Monitor :1 is 1360x768,
  and I get the same results when I set both monitors to 1920x1080 (you
  can see this on lines 206-208).

  Please note that I plugged in the secondary monitor after I logged in.
  This was done to work around an unrelated problem with Xfce font
  scaling.
