I'm not an apt expert (I've been using Arch for about 10 years before I
recently switched to Ubuntu) but maybe this throws some light on the
issue:

~:: dpkg -s gnome-shell
Package: gnome-shell
Status: install ok installed
...
Version: 3.32.1-1ubuntu1~19.04.1

~:: apt show gnome-shell
Package: gnome-shell
Version: 3.32.2-2ubuntu1~ubuntu19.04.1
Priority: optional

Seems like the package has not been correctly upgraded. It's weird because I
always upgrade from Ubuntu Software Updater.
