after upgrading to ubuntu 19.10, vulkan support when using the intel
card in my laptop is broken. running any of my example vulkan apps shows
the following error:
$ vkcube

Aborted (core dumped)
note that since the update I can no longer boot my system at all without
adding "nomodeset" the kernel params, something is broken in the intel
modeset driver since 19.04. so this may very well be related.
