I can confirm that this is happening, and I don't think this should be
counted as low priority. It's a clear case of Ubuntu having an issue
which doesn't occur in any other GNOME based distributions. This bug
even appears in the OMG! Ubuntu! video "Ubuntu 19.10: What's New?" on
YouTube here: https://www.youtube.com/watch?v=4YywtDfnDI8

This is literally the only visible issue I have with 19.10, and it was
one I only didn't report in 19.04 because I assumed it was so clearly
visible that it would be fixed by 19.10.
