It used to work fine in the non-snap Chromium deb package, before Ubuntu 19.10. In settings, if enabling "Allow sites to ask to become default handlers for protocols (recommended)", it is possible to set Gmail to be the default mailto handler, which works. But there seems to be no way to make the chromium snap open Evolution, Thunderbird or other external programs. Mailtos work fine in Firefox and chromium-based Brave browser (which pops up an xdg-open confirmation dialog box when a mailto link is clicked).
