Public bug reported:

I selected my USB external HDD from the list, clicked the three dot
menu, and then clicked "Drive Settings...". On the "Apply Standby
Timeout Settings", the slider button is green and the "Enter Standby
After" is set to "10 minutes and 0 seconds". After 11 minutes, the drive
has not entered standby.

If I click the three dot menu, and then click "Standby Now", after
entering my password, the USB external drive enters standby mode.

Ubuntu 19.10
gnome-disk-utility 3.34.0
UDisks 2.8.4 (built against 2.8.4)
