In a 16.04 VM with the default Unity session, a menubar is displayed in the top panel. As soon as I click on one of the menus to open it, a second, identical, menubar appears in the window, below the titlebar, thus resizing the web content. After opening a menu in that second menubar and closing it, it disappears again. See the attached screenshot.
