Indeed, the unity-menubar patch was removed in focal with https://bazaar.launchpad.net/~mozillateam/firefox/firefox.focal/revision/1340.
This is intentional: that patch is becoming harder to maintain with every new firefox release, and having it in 20.04 means it would have to be maintained until at least 2025, which is unrealistic. I understand this is a functional regression, but it's intended this way.
