i'm running ubuntu 20.04 focal fossa, development branch, on a lenovo
T460s (internal display 2560x1440, 200% scaling) with a dell external
display (1920x1200, 100% scaling) set to "join displays".  fractional
scaling is enabled.

on wayland, since upgrading from ubuntu 19.10, the mouse pointer freezes
for about 10-20 seconds when slowly moved between displays ("sticky
edge").  the freeze behavior depends on the exact position between
displays.  the machine is unresponsive during these freezes.  if the
mouse is moved quickly, the freeze does not occur.  the freeze only
happens on wayland -- the problem does not occur on Xorg.
