I have the laptop screen set to 200% and the external screen set to 100%. When running the display solely on my built-in monitor, the dock is correctly scaled to 200%. When running the display is running solely on the external monitor, the dock is scaled to 100%. When running both monitors at the same time, the scaling factor used for the docks on both monitors is the scaling factor of the primary monitor: so if that is the external screen is primary then the laptop screen version of the dock is tiny; and if the built-in screen is primary then the external monitor dock is huge. I would expect the dock scaling factor to always match the scaling factor of the screen that the dock is displayed on.
