I removed all extensions, an this seems to solve the problem.
I then reinstalled my extensions one by one.
The extension causing the problem seems to be: NordVPN Connect by poilrouge.
When running "NordVPN Connect", error only occurs after screen lock and wake up.
When error occurs, there are no error messages, and no high CPU load.

  System works fine util Suspend.
  After wake up from Suspend video on display stutters.
  Video (e.g. in browser) freezes approximately once every second, and freeze 
lasts for about 100 millisecond.
  If you drag an icon or a window over the desktop, the icon will stutter, but 
the cursor will not stutter.
