Thank you for your bug report! Well we could consider re-adding the SAL_USE_VCLPLUGIN=gen back (like this [0]) but there would be significant testing required on the more common graphics systems, like AMD Radeon and Intel, to make sure this change doesn't affect the performance on those systems.
It seems the AMD Picasso graphics are quite new [1] so this is something that should be fixed eventually but is not a high priority. As example: Clicking "Save as ..." results in waiting for some seconds until the "Save as ..."-dialog appears. This bug does not appear with my systems using intel-igpu.
