With -proposed enabled I updated libgphoto2 to version
2.5.25-0ubuntu0.1. When I connected my Panasonic digital camera I
received a notification that a 16GB device was available.

As per test case I was able to browse the contents of the camera's
internal memory card and import 156 photos into Shotwell.
