After found how to reproduce the bug I have disabled fractional scaling and the
problem persists.
I tried on "Ubuntu on Wayland" session and the problem is the same.

journalctl -b0 > journal_on_wayland.txt

I tried to reset gnome settings using "dconf reset -f /org/gnome/" and
the problem persists.

I created a new user called "test" and I don't have a bug on it until I
enable fractional scaling.
