If selecting another integer scaling after disabling fractional scaling

[ Test case ]

When running Ubuntu session under X11, in gnome-control-center, display panel:
 - Ensure 100% scaling is selected and applied
 - Enable fractional scaling
 - Select 200% scaling (or bigger integer scaling)
   - Green "Apply" button should be visible and clickable
 - Deactivate fractional scaling
   - Green "Apply" button stays and fractional scaling isn't disabled until 
applied

Repeat with inverted scaling orders (applying 200% and then selecting
100%)

Currently, once another integer value is selected, we just deselect the
user choice and restore the previous one, deactivating the fractional
scaling promtply.

- Displays are wrongly disposed and configured when fractional scaling is 
enabled
- Configurations are not applicable.
