This should be changed to Banshee not reporting a file as downloaded until it reaches 100%. Furthermore Banshee should store downloading podcasts (ie in progress) in a temp file and then move the files to the appropriate podcast folder after it reaches 100%. The reason for this is that if the download is interrupted you are left with files that show downloaded and show up in your music library but are only partial downloads which you can listen to but are incomplete. The only way you find out that a file is in fact not downloaded is either by a. comparing file length to podcast source or b. listening and the podcast cutting off part way through.
