For me, it's not just over links. The whole application window doesn't seem to be used themed cursors.

This installed Chromium 75.0.3770.80 or 75.0.3770.90 depending on the date of the test. In Ubuntu and Ubuntu Budgie the mouse pointer, when hovering over a link, appears as an upward pointing black hand which is as expected. But in Ubuntu MATE, Kubuntu, Lubuntu and Xubuntu the mouse pointer appears as a retro looking left pointing white hand.
