I can easily reproduce this issue when there is removable USB medium connected, 
e.g. a phone or usb drive that causes a "mount" icon to show up on the dock.
Once I boot with USB medium connected, the dock will take a long time to launch.

Bug description:
  When I open a new app (e.g a terminal window) in the dock does not
  appear nothing for about 15 seconds, when the icon of the terminal
  appears. It is incredibly annoying since I work open and closing apps
  and don't know where they are since the dock is updated every 15
  seconds
