(sigh) I created a new user account on my old system. I can create new windowed apps. (webapp?)
I went back to my regular user account and moved ~/.config/chromium/ (514.3MB) to the desktop. I could not open existing webapp window bookmarks; they don't even go to the correct URL. There must be some stuff in there to link the bookmark to the correct URL SO I deleted the fresh .config/chromium folder and copied the desktop one back and then I used Chromium's Settings --> Advanced -- Reset Settings and ~/.config/chromium/ shrank the folder to 148MB I can get the old bookmarks to open the correct URL but they still don't open in a separate window. I also notice that when I create webapp links Chromium creates a file on my desktop called something like "~/Desktop/chrome- kjbdgfilnfhdoflbpgamdcdgpehopbep-Default.desktop" I don't remember it doing that before the recent update? If it did I must have deleted them long ago. I'm beginning to wonder if the cruft is in GNOME somewhere? Strangely enough, the web app shortcut for GMail still opens correctly in a separate browser window. As I mentioned, this seems to be a regression from version 84.0.4147.105-0ubuntu0.18.04.1 which got installed on my system yesterday. I am concerned because broken webapps is one of several features I will miss when I must upgrade this system from bionic. (I have another system running 20.04 and of course the snap version of Chromium does not do web apps reliably nor does the snap version work with the KeePassXC plugin.) Just in case this is just an incompatibility with existing shortcuts, I just created a NEW shortcut for the radio station web site and the new shortcut exhibits the same behavior.
