I can't see anything obvious in that log. This makes me think something
is running fundamentally too slow; either the CPU or the disk.

To check the disk speed please run a benchmark in the 'Disks' app,
and/or use:

  sudo hdparm -t /dev/sda

and tell us the results.

The CPU sounds like it might be restricted by thermald. Please try
removing the file:

  /etc/thermald/thermal-conf.xml

because it sounds like there's a problem in that file.

Bug description:
  This OS(Ubuntu 20.04 LTS) installed in Lenovo v310-15ISK laptop. It
  has 4GB RAM and core i3 6th gen processor. The main issue is booting
  time too slow about 3-4 minutes and all apps take time to open and
  sometimes after long uptime when I poweroff, it freezes for sometime
  then start shut down after 1-2 minutes.
