Title:
Test Output Device Button does not respect when you change the output
  device

Status in gnome-control-center package in Ubuntu:
  New
Status in pulseaudio package in Ubuntu:
  New

Bug description:
I upgraded my Desktop from 18.04 to 20.04.1 and noticed that in
addition to the appearance changes in the Sound Settings, there was
  also a regression.

  Steps to Reproduce:

  1. Open Settings app and go to Sound section.
  2. Click 'Test' button beside chosen Output Device.
  3. Press the 'Front Left', 'Front Right', etc buttons and hear the
corresponding output.
  4. Change output device to a different device.
  5. Try Step 3 again.

Expected: The test audio plays out of the newly selected device.
Actual: The test audio plays out of the previous device.

Toggling the device does not help. Nor does restarting the Settings
  app.
