I disagree with the importance of this bug being 'Low'. This is very important from the accessibility point of view - with the sound muted, it is not possible to properly use the screen reader for installation, live session or after boot, requiring a visually impaired person to fist figure out how to bring the volume back up. If we can't fix it before release, too bad, we'll live. But certainly from the release POV it's a rather critical bug.
