There is no way to recover without killing gnome-shell externally or rebooting. [Test Case] 1. Create a file in ~/Desktop 2. Open a nautilus (Files) window of a different directory. 3. Drag the new file from the desktop into the nautilus (Files) window. The shell should not become unresponsive. Also, the drag is expected to fail and snap back. That's a different issue (bug 1813441) not being fixed here. [Where problems could occur] An extension with syntax errors may fail to load leaving the user with reduced shell functionality. A more faulty extension might crash the entire shell after loading. [Other Info] Patch is in bug 1898005.
