Public bug reported:

When the screen locks, the keyboard language will be the same as the
last used application.

To reproduce:
1. Ensure that at least two keyboard layouts are added.
2. Tick the "allow different sources for each window" option in the input
sources selection configuration.
3. Start an application and switch keyboard layout using the chosen hot key
combination.
4. Wait until the screen locks.

The login screen will now use the keyboard layout of the selected
application. Furthermore, the hot-key combination to switch keyboard
layout only works partly when the screen is locked. This is annoying
since the keys will now be in the wrong place for typing the password,
and it is necessary to use the mouse to get the correct layout. To fix
this, the login screen should reset the keyboard language to the default
one when it locks the screen.
