I found a solution. I turned off the "Locate Pointer" accessibility setting.
So SHIFT+CTRL+KEY does not work in xorg session if "Locate Pointer" is turned 
on.

  Possibly, Related to this, I also found that, only on a Xorg session,
  during a Wine-runned gamed I play "CTRL + KEY" behaves just like "KEY".
  But this might be a Wine bug.
