Oops, seems like upload tool doesn't like hidden files or at least it failed. Rename to ".gnome2_panel_lock_down" after downloading if you like.

However, the strange thing is that it only happens on some occations. I don't really know what the problem is, so I can't, unfortunately, post more information.
