Title:
  gnome-disks can't create exfat partitions on Hirsute with the Samsung
  provided tools.

Status in gnome-disk-utility package in Ubuntu:

Bug description:
  When on Hirsute with the new Samsung provided exfat support, gnome-
  disks can't create new exfat partitions due to being hardcoded to use
  the old mkexfatfs program from the exfat-utils package. Instead of the
  new mkfs.exfat from the exfatprogs package.

  Hopefully it can detect either and use whichever is available.
