Upstream closed this as effectively "won't fix". The issue is not important enough for an Ubuntu specific patch, so I'm afraid we need to follow upstream.

This might made sense to the developer who thought that you never want a lower value because you have a laptop with multiple hours of battery life, but the same setting is used for desktop computers than run on UPSs. In case of a power outage, desktop users might reasonably want a lower delay before suspending the computer (1 or 5 minutes, etc.) so I believe that this is a UX design issue.
