FWIW ... Until things are resolved between the
Firefox/Thunderbird/Mozilla group there is a solution that works just
fine.

Betterbird is a fork of Thunderbird and is working just fine.

I'm just a regular guy who has use Thunderbird for years on the Beta
channel and really like it, but little issues continue to add up and be
a PIA for the users.

I was introduced to Betterbird and very impressed in that the
Thunderbird 'bugs' are repaired in Betterbird.

I don't care if someone in the TBird group called the fix 'hacky' ... as
it is fixed.

I'm not going to hold my breath for substantive changes within the
Firefox/Thunderbird/Mozilla group to correct and repair.

Bug description:
  Downloading an unknown file type in Firefox displays a dialog for choosing 
which application to use for opening the file.
  The dialog contains a check box labelled "Always do this action from now on".
  Checking this option does not work: When I download a file of the same type 
next time, the same dialog is displayed again.

  This feature is broken for as long as I can remember (> 10 years).
  It's time it was fixed (or removed).
