  Yelp 3.4 doesn't correctly handle conditional platform processing

Bug description:
  [IMPACT]

   * Yelp and the Mallard help format supports conditional processing. This 
means that it is possible for the text to differ based on whether the user is 
currently running Unity or GNOME Shell or other desktops.
  * Unfortunately, this didn't work quite right, but a fix has been released in 
yelp 3.5.90.
  * We need this fix in Ubuntu 12.04 because it's  fairly common for Ubuntu 
documentation contributors to run the current stable release while contributing 
to documentation for the next release.
  * As part of efforts to reduce the diff between gnome-user-docs and 
ubuntu-docs, this new syntax is already in the ubuntu-docs quantal branch.

  [TESTCASE]

  1. Save the attached index.page file to your computer.
  2. From within Unity, run yelp index.page
  3. The help browser should say "You are running Unity."
  4. Log out of Unity and log into another session (GNOME Shell, Fallback, or 
whatever).
  5. Run yelp index.page
  6. The help browsers should say "You do not appear to be running Unity."

  [Regression Potential]

   * Regression is unlikely since the patch only affects conditional
  processing. Conditional processing isn't used in the Ubuntu 12.04
  release and any way it's broken.

  * The patch has been deployed to Ubuntu 12.10 and other distros who
  are packaging GNOME 3.5.90.

  * The patch does change the ABI but nothing build-depends on yelp.
