  suspend does not lock in 20.04

Bug description:
  This appears to be a regression of 1798615  (
  https://bugs.launchpad.net/bugs/1798615 )

  To reproduce:
  % gsettings set org.gnome.desktop.screensaver ubuntu-lock-on-suspend true
  % gsettings get org.gnome.desktop.screensaver ubuntu-lock-on-suspend
  true

  % systemctl suspend

  The system suspends, but is _not_ locked as it should be. I.e., this
  is the exact same behavior that was reported (and fixed!) in Bug
  #1798615 reported by John Crown (i.e., me) on 2018-10-18

  I have marked as a "security vulnerability", because that's how it was
  considered in 2018.

  Meanwhile:

  % lsb_release -rd
  Description:    Ubuntu 20.04.3 LTS
  Release:        20.04

  Is it just me? Please advise.
