I can confirm that /usr/share/applications/update-manager.desktop is
missing the Name[zh_CN] entry when installed. It should probably always
be there.

  update-manager.desktop unable to display Chinese name

Bug description:
  I set the current environment language to Chinese, but when I add a
  shortcut to the desktop it shows English, I think I need to add the
  Name[zh_CN] field to the desktop file of this application
