A bit more information:

* This doesn't happen when I'm disconnected from the network. So, as
annoying as this might be, it doesn't entirely break it.  If I need to
connect to another network, I just have to disconnect the current one
(might take a few tries due to the blinking) and then connect to the new
one.

* Tried an LXDE session and this also happens.

  The menu blinks constantly

Status in network-manager-applet package in Ubuntu:
  New

Bug description:
  I've found this problem on Xubuntu 22.04, fresh update.

  When I click on the network icon in the taskbar, I expect to get the
  menu of available wifi networks, etc. This happens, but the menu
  blinks so much that it's impossible to use it. I'm attaching a small
  screencast to show the problem.

  When XFCE starts, I get a few seconds of "peace" before this starts.

  I'd be happy to provide more information (logs, etc), but right now I
