Title:
  Cannot Send File

Status in “empathy” package in Ubuntu:
  Incomplete

Bug description:
  Expectation: 
  User expected file transfer to be available for both parties, but instead, 
only the older version of the program had file transfer available. 

  What happened:
  In Ubuntu 11.10 (Oneiric) the option to send file in empathy 3.2.0.1 is grey, 
and missing entirely from the Contact menu while chatting. 

  In Ubuntu 10.04 (Lucid) the option in empathy 2.30.3 to send file is
  available in the Contact menu.

  When in Ubuntu 10.04 ( on version 2.30.3) sending a file from Empathy version 
2.30.3 to 3.2.0.1  
  it says in 3.2.0.1 "Incoming file transfer from User. User is sending a file 
Do you want to accept it?"

  When clicking accept, in 3.2.0.1,  the file transfers 100%, so file
  transfer is supported from the older version to the newer version, but
  not from the newer version.

  User is not sure how to get it to work from 3.2.0.1 to 2.30.3

  Summary:
  File transfer From version 2.30.3 TO 3.2.0.1 = Operational, Successful 
transfers
  File transfer From version 3.2.0.1 = not available, greyed out file transfer 
button, fail.
