I can confirm I'm encountering the same problem with hplip 3.21.12 on
ubuntu 22.04.1. Tryed even to get the newest version from SF, but the
same error. Running hp-plugin -i -g shows me a series of 301s and then a
404 fail on the mentioned config file.

Wouldn't it be better to move this configuration file to
openprinting.org instead of trusting SF? apparently the plugins are
being downloaded from there, so it makes sense to keep it in the same
server!?

Also... any plans in porting the plugin/hplip to python3? or is it be
done?

  Linux hp-plugin fails on Fedora 35 with the error:

  error: Plugin download failed with error code = 8
  error:  file does not match its checksum. File may have been corrupted or 
altered

  When running "hp-plugin -l debug" the reason turns out to be that
