  Tweak .desktop Actions for more consistency

Bug description:
  See the similar bugs for Firefox (LP: #1668664) and webbrowser-app
  (LP: #1668699) which give some more justification. The webbrowser-app
  change was approved by Design and will be in the next major update.

  I am attaching a patch:
  - Drop the "Open a " prefix from the .desktop actions.
  - Renames the NewWindow action to new-window to not have a duplicate entry in 
GNOME Shell
  - Consistently use Title Case (Early in Unity, sentence case was preferred 
but that's obsolete now for .desktop Actions)
  - Retitle "Open a New Window in incognito mode" to "New Incognito Window". 
This parallel's Firefox's "New Private Window" and better matches what you get 
in Chromium's "hamburger" menu.
