Upstream issue was closed on 2015-02-16 as "RESOLVED WONTFIX"
due to 14 years passing since issue was first reported to GNOME.
Closing the Papercuts task as no-one is going work on this now.

Bug description:
Here gtk tooltips doesn't disappear after a while, as they used to (as
far as I remember). This is a pretty annoying behavior, as I have to
move the mouse to get rid of it.
