The issue is fixed in precise which respects the design and use "Theme:"

Bug description:
  gnome-control-center 1:3.2.0-0ubuntu6, Ubuntu 11.10

  1. Navigate to the "Appearance" panel.

  What you see: "Theme to be used for the UI"

  What's wrong: People can't be expected to know what "UI" is

  According to the specification, that string shouldn't be there at all.
  There should just be a "Theme:" label, not a heading plus a label.
