This was causing the screen blanking to come up after 8 minutes, even if the preference was set to longer. Looking at the code it appears gnome-screensaver puts an upper bound on the lock timeout of 480 seconds (8 minutes), so user preferences of 1 hour will not function as expected. I see no reason for an upper bound of 8 minutes, and this contradicts the available options anyway.
