This bug doesn't just affect window movement (dragging), it also fails to properly select the window, so that it doesn't become the foreground window

Not sure what exact conditions are, maybe when alt-tabbing to a different window or when moving onto a different monitor. Upgraded to 23.04 late yesterday and it's happened about 4 times so far today.When it doesn't work - the dragged window just stays still, but relocating the mouse to lower on the window (say the menu bar) resolves the problem.
