Thank you for taking the time to report this bug and helping to make
Ubuntu better. We are sorry that we do not always have the capacity to
review all reported bugs in a timely manner.

Ubuntu 18.04 (bionic) reached end-of-standard-support on May 31, 2023.

I'm setting the status of this bug to 'Incomplete' as it's not seen any
activity for some time. If this is still an issue when using a currently
maintained release of Ubuntu then please let us know which one(s)
otherwise this bug report can be left to expire in approximately 60 days
time.

Title:
not all built-in mouse functions work as expected (I can click and
scroll but I can't move the mouse)

Status in xorg-server package in Ubuntu:
  Incomplete

Bug description:
This happened after I turned off the mouse to clean my laptop and then
turned it back on using the keyboard combination Fn + F5. I restarted
my computer and weirdly enough the mouse seems to be working just fine
(I can move it) on the login screen. But as soon as I'm logged in, the
  problem is back.

Actually, I just realized that my description in the summary isn't
precise because I can when I click in the text field I'm able to move
the mouse while keeping the left mouse button pressed. I can't right
  click either.

not sure which package I'm using, terminal said N: Unable to locate
