Confirmed in Ubuntu 23.04. The issue happens on my external monitor
(2560x1440@60Hz) set as primary monitor and located above the laptop's
internal FullHD display (both physically and virtually). Background with
no elements on it is only displayed on my secondary monitor (laptop
screen when external monitor is plugged in) when lock screen is
displayed. If I unplug the external monitor, lock screen is correctly
displayed on my internal laptop screen, together with the background.

Bug description:
  Lock screen's blurry wallpaper vanishes on the primary monitor if a
  second monitor is plugged in/out. I'm left with just the lock screen
  text on a black background.
