Bug description:
This is a minor release from the pre-release 1.17.2 release to the
final 1.18.0 release.

I also dropped one Ubuntu diff that kept an alternative Build-Depends for
"easier backporting to Ubuntu 22.04 LTS or 20.04 LTS". That backport is a big
change with work needed for the Kubuntu and Lubuntu sessions so I don't think
this detail helps very much.
